About this data
Does disappearing from a monthly file prove retirement?
No. Removal from a report and a reported retirement are different observations. Comparison evidence is retained so a missing row is not silently interpreted as a closed plant.
Are planned dates firm commitments?
They are the dates reported at that time. Permitting, financing, procurement and construction can change the eventual schedule.
