About this data

Is a grid region the same as a state's utility territory?

No. Regional definitions follow the report and can span or divide states. The series geography must be checked before combining it with state or parcel information.

Does a low-demand hour imply a site has power available?

Regional demand is system context. It does not establish distribution headroom, interconnection rights or a utility commitment at a particular location.
